This is a known bug which was introduced with 9.5, and which is fixed in 9.6.

Ok. Just so you know, the 9.5 upgrader is supposed to replace, wholesale, manila.root, mainResponder.root and prefs.root. It should make a backup for you, but after you're done, you're 99.9% likely to have a fresh copy of the 9.5 manila.root.

Also, at this point all of the 9.5 parts have been released through root updates, so you could start with where you are now, roll the date/time in user.rootUpdates.servers.manila. lastUpdate back to before the updates were released, and update again. If you go this route, I strongly recommend you do the same for mainResponder.root, prefs.root and Frontier.root.

The date you'll want to roll back to is 01 Jun 2005. (The day of week part in the lastUpdate date string doesn't matter -- only the day, month and year are significant.)
