Site access control isnt the same thing as access control. In fact Access control subsumes access restrictions, so the access restrictions feature was shortlived.

But even if if existed, I'm not sure it would have helped. If you have malicious people joining up, then the desirable thing to do is to stop them joining. One way to make them more accountable is to turn on memebership confirmation, which sends an email after you sign up to teh emai address of the new person, requiring confirmation. Another strategy is to do away with online signup altogether and configure your membership at semester start. You are not the first with this problem.
