Can you try choosing Main->Quick Script in the Frontier application window. Enter the following and click Run:

delete (@config.mainresponder.callbacks.controlAccess.blockBadBots)

Then make sure the blocker.root isn't in the Tools folder and restart Frontier. Check if you still see the error message.
