The content-type for a gem gets stored in the site's table (specifically, in the site's "#newsSite.gems.data" table, with numbered entries for each gem) when it is created. If you want to change it, you'll either need to go into the table for the appropriate gem and change the "Content-Type" string, or you'll need to delete and re-upload the file once you have the MIME types set appropriate.
