I'll post an update once we release a fix for the permalink URL and department link macros.

The Editors Only/Members Only mode only apply to the dynamic sites. The static rendering is independent of these settings. I can't reproduce any issue with the Editors/Members Only settings allowing access when those prefs are enabled.

In the #newssite table of the blogstaging site can you verify the values for these two objects:

flEditorsOnlyAccessToSite
flMembersOnlyAccessToSite
