Ken -- Theme design does get easier over time. I've copied the existing themes from Prefs > Advanced > Template and Home Page Template to any WYSIWYG editor. Then modified the look and pasted the code back into the Template boxes. This usually takes several tries before I'm happy with the results. I try to keep each customized theme on my hard drive as a back up. Read more about creating themes at http://frontier.userland.com/creatingATheme but know that some of this info is dated. There are some required macros for each theme, and they show up in {curly brackets} so don't delete them in your WYSIWYG editor.
Your question got me interested in refreshing my list of themes, so I used an advanced Google search for Manila+themes

As an educational institution, our themes need to be ADA-Section 508 compliant. Our campus web designers and accessibility specialists worked together to add the necessary elements and modify the existing themes to match our campus web guidelines.
