Can the Editors Only menu - Help link be modified - at either server or per site level ?

It currently clicks users through to http://frontier.userland.com/manilaUsersGuide .. which confuses many less able users. I would like to set the help link to go to a page on my own support site with a limited list of FAQs and How Tos more specific to my users needs.
