It would probably make more sense to just modify the built-in gems page with the optional upload paths.

Or you could setup a plugin/tool to recreate the gems functionality (to the protected area) which would allow you to easily enable/disable it on specific sites. It would show up in the Editors Only menubar as an additional option.
