Re> news items...

There is one level of editing in Manila. Reporter sends to an editor, editor
hits publish and ba-da-bing it's online. One chance to edit. Two people in
the loop. 

Any ideas how I can more levels of editing? Our stories go through several
editors before they are published and I'd like to automate this as much as
possible and provide time stamping. No need to keep the old versions of the
stories but it would be a sweet bonus. ( I know the St. Louis Post Disp. Has
a Notes systems that does this, but we can't afford Notes. )

Our process is like this...

Reporter -> Desk Editor -> News Editor -> Editor in Chief -> publish
