Here are the settings on the Hosting page:

Who can create new sites? - Anyone
Create top-level sites or sub-sites? - Sub-sites
Base domain for new sites: manila.unl.edu

(the check box is checked for...) Check this box if you want new sites to share their membership group with the hosting site

Create new sites in a database named: manilaWebsites.root
