If you contact one of your network administrators, they would get you an IP address or domain name that works inside your network so people can connect to that machine.

It doesn't necessarily have to be a server, but a fairly new PC with enough memory should be fine. You don't need any additional software on the machine (IIS should be disabled) since the Web server is built into Manila.
