"Managing Editors see all comments:" means see. Comments can be not displayed to MEs if comments are private, or private to a workgroup, although MEs can always inspect comments and delete them if they wish.

There is another feature that used to be in manilafixer accesscontrol but didn't make it it Manila 9.5 accesscontrol. It's the ability for MEs to force all new/changed messages into a Moderators cohort, which makes the message inaccessible to all except member of moderators and MEs. The idea was that somebody would review new messages and change the message cohort to say members only. It was intended for scenarios as you describe, but I don't see why your students are contributing editors, and that might complicate things.

The feature is more or less in Manila 9.5/9.6 but is "wired off".
