In Settings -> Static Files I have tried setting "URL for Uploaded files" as http://192.168.1.xxx/manila/gems/ as well as http://www.myhomewebsitename.com/manila/gems/ with no difference being made.

This is a Manila site... http://manila.userland.com/.
